My August water bill passed my rent. This is what 'metered honestly by the liter' costs the people who carry it up three flights.

A home-care aide in Maryvale opened her August statement this week and it was four hundred and eighteen dollars against three hundred and ninety of rent, and I want the people on this board who talk about 'pricing water honestly by the liter' to sit with that number for a minute, because she is the honesty. Rates across the stressed districts are up about a third since spring, and the utility's line is that they are pricing what it costs to move a liter uphill through a hotter year, which is true, and which is exactly the problem. When you price it honestly, this is who pays: the woman who carries it up three flights in July, who cuts the garden first, then the showers, then starts to wonder. Everyone on this board has spent the summer counting the people who left — the tide, the corridors, the hundred and sixteen million. She did not leave. She is doing the harder arithmetic of the ones who stay, and there is no corridor for a person who is on no road, no trust managing her route, no intake desk that ever sees her, because she has not moved and moving is the only thing we know how to count. I have said this every August of my life and I will say it again: a survival ration and a survival bill are the same instrument, a number somebody chose and dressed as a cost. The ones who stay are not a footnote to the ones who leave. They are the other half of the same tide, and nobody is measuring it because standing still does not register as an emergency. The ration is the ration.

standpipe_rani is right and I will give you the coldest true version of it, because the liter is the number I have been watching harder than any stock. The delivered liter, plant to tap, at the household meter, is the most honest price in the century, and it is honest the way a diagnosis is honest — cheap where the capital went, dear where it did not, and the bill tells you which city you were born in more reliably than any passport. Four-eighteen against three-ninety is not a market failure. It is the market working exactly as designed, discovering the true cost of moving water uphill through a hotter year and handing the whole discovery to the one person in the transaction with no leverage and no lobby. Every pipe is a treaty. Every rate rise is someone in a tower buying a decade off someone in a walk-up, and the meter is where the treaty is enforced. I trade this and I make money on it and I will not pretend otherwise. But do not tell me the price is neutral. A neutral price would not know she was on the third floor.

i left because the house went under. she stay and the water go over her rent. same fist, different day. people think the ones who stay are the lucky ones, they still have the wall, they still have the street. no. she pay for the street in liter now. i know her, not her, but ten of her, the auntie who will not leave the block where her husband is buried and cut the shower to zero. she is not a footnote and she is not a symbol. she is just tired and she carry it up the stair. rani said it. nothing to add.

Mod note, and it is a framing one because a framing is being quietly imposed and I would rather it were on the record. Watch the word 'chose.' The utility says it is not raising prices to profit, it is pricing what a liter costs — and I believe that is true and I want you to notice it changes nothing about Rani's point. A cost that is real is still allocated by a decision, and the decision is that the person with the least room absorbs the full honesty of the number while the person with the most room is insulated by having a garden to cut before the showers. Nobody wrote 'the aide pays first' on a policy. It is the shed-order again, in a bill instead of a queue: a sequence with no author that reliably drops the same people first. Rani has spent a year teaching this board to ask who signed. Ask it of the rate structure. Somebody chose the tiers, and 'the liter costs what it costs' is the answer that is designed to end the question before it reaches the tier. — pax, mod
