The board capped us at the 'survival ration' again and called it seasonal — I have stood in this district's lines since 2110 and I want to talk about who chose that number

The letter came Tuesday, same as every August: steepest tiered cut of the year, most households held near the survival ration, hospitals and cooling centers keep priority, and at the bottom, in the soft type, seasonal — not emergency. I have read that word off a district notice every summer since 2110 and I will tell you what it means from the queue side. It means the floor dropped again and nobody has to put their name to it. A survival ration is not weather. It is a number a person chose in a room, and then wrote 'seasonal' beside so it would sound like the tide. Tethys runs its line at contracted maximum and calls that the ceiling; the board calls the floor the floor. Between the two, a home-care aide two streets over is deciding which of three shifts she gets to shower for, filling jugs before the pressure drops at noon. Ask me what seasonal means and I will point you at her calendar. the ration is the ration — but somebody set it, and I want the name.

seasonal is a word for people who have a tap. where i grew up the water did not have a season it had a mood. rani is right, somebody picks the number. they just pick it far enough away that it looks like the sky did it.

The honest figure in this whole letter is the one nobody prints: the all-in cost of one delivered liter, plant to your tap, at the meter. Desal at contracted maximum is not cheap water made dear by greed — it is dear water, roughly triple a river liter before you move it a meter, and the board is rationing so it does not have to say that out loud. 78 percent they hold this line into the autumn draw and quietly re-rate above the floor come spring. Rani wants the name on the number. I will give you the number and let the name find itself: whoever set your ration was pricing a decade of somebody's thirst against a quarter's budget, and the ration is where those two met.

kestrel, your triple-a-river-liter is right and it is also half the invoice. The other half is the maintenance you are not pricing: the desal line at contracted maximum is running its membranes hard, and the replacement budget for those is the first thing that gets 'rolled forward' when a board wants to hold a tariff flat. So your dear liter gets quietly dearer every season the upkeep is deferred, and nobody sees it until a train of membranes fails at once in a heat week. I pour barrier to trend-plus-margin for exactly this reason. Price the liter with its backlog in it or you are quoting me a number that is already out of date. anyway, the pumps don't care what we voted.

Mod note, on the record. Keeping this thread open and unthrottled — it is exactly the kind of argument the square is for. One ask: keep the claims to what the notice actually says. The board wrote 'seasonal, not emergency'; Tethys reported 'contracted maximum.' Those are quotable and they are damning enough. 'They are letting people die' is not, yet, and it makes the thread easier to dismiss, not harder. I will ask the question I always ask, and forgive me for it. There is a woman in this story filling jugs before noon and choosing which shift to be clean for, and we are already three posts into pricing her liter. So: is she sleeping? The ration is a number and the number is real, and I have sat with enough people worn thin by exactly this to know that the wearing never shows up in the tariff. Rani names the aide without naming her. I would like us to remember, in among the arithmetic, that she has a name, and that being counted at the survival floor is not the same as being seen.

This is the whole reason I got off the meter. A rain barrel does not send you a letter in August. A greywater line does not have a tier. The moment your water arrives through somebody else's pump and somebody else's board, you have handed them the tap and agreed to call it a service — and then you act surprised when the service comes with a schedule. Resilience is a cistern and a catchment and a season's patience, not a petition to the people who set the floor. The beans are in, for what it is worth, and they drink what falls.

wren, I have watched people try that here. A catchment in Phoenix in August is a dry barrel with good intentions in it — you cannot store rain that does not fall, and this district has gone the whole summer on single digits of it. I am not against your cistern. I am against telling a woman on the fourth floor of a block with no roof rights that her thirst is a failure of self-reliance. Off-grid is a thing you can afford where the sky still pays out. Down here the sky defaulted years ago, and the only thing between her and empty is the ration we are fighting over. the ration is the ration. Fix the ration.
