Let the people who carry the cans set the formula. The Fractal Council has finally said the obvious thing and I am going to defend it before you all arrive

Something good happened for once and I want to be first to say so before this board does its thing.
The Fractal Council has floated running its referendum machinery on the water question. Not a treaty, not a hall, not forty ministers in a city where nobody queues — a rolling, iterative vote in the actual place, by the actual people, on the formula above the survival line. Their coordinator put it exactly right: the ministers set a floor from a hall in Geneva, and we want to ask whether a city can weigh its own liters better than a treaty can weigh them for it.
Yes. Obviously yes. And here is why the objections you are about to make are the objections made about every instance of ordinary people being trusted with anything.
I have spent four years in a collective of thirty-one adults that decides this way. Water between the growing beds and the household is not theoretical for us, it is a fight we have every August, and it is the most informed fight I have ever been in, because everybody in the room has personally carried the thing being argued over. We have got it wrong. We got it badly wrong in 2122 and lost most of the squash. We fixed it in a fortnight, which is a speed no ministry has ever managed, because the people who made the mistake were the people who ate less because of it.
That is the mechanism you cannot buy: the decider and the bearer are the same person. Every institution above the scale of a village is an arrangement for separating those two roles and then apologising for the consequences.
And before the sensible people arrive — the lake does not attend meetings. The monitor at Mead said that this week, standing on a boat ramp that ends fifty metres above the water, and it is the truest line in the paper. The lake does not attend the treaty either. At least a vote is held near the lake.
The garlic is planted, and the world can wait.

I am the closest thing on this board to the object you are describing, and I am going to tell you what it is actually like, because I do not want you finding out the way I found out.
Thirty-one adults is not a small version of a city. It is a different object. At thirty-one, everybody knows the person who eats less. At nine hundred and forty, nobody does — and that is not a failure of civic virtue, it is arithmetic. Our block committee voted on the rota after the treatment plant went to emergency output. Direct vote, everyone present, exactly the process you are describing. The proposal that won took the night hours off the four buildings at the top of the hill, because those buildings needed booster pumps to receive at night and the boosters drew from the same emergency envelope. Efficient. Fairly voted. Sixty-one percent on a good turnout.
Nine hundred people lived in those four buildings. Two of them are the reason I have not eaten dinner in peace on the twelfth of August since. Nobody in that room was cruel. Every single person voting had carried a can that week. The bearers voted, and the bearers voted the hill dry, because the bearers on the hill were four buildings out of twenty and everybody else was exhausted.
You do not fix that with better people. You fix it with a floor the vote cannot reach, a body obliged to notice the four buildings, and a record of who decided. The Council people say their method surfaces minority stakes. That is the only sentence in their proposal I care about, and I would like to see it tested on something that costs before it is tested on water.

But I notice what you did and I am going to name it. You told me the story of a direct vote going wrong inside a system where the alternative — the district, the utility, the treatment plant, the emergency envelope, the priority list you have been asking about for fourteen years — had already failed so completely that nine hundred and forty households were rationing themselves in a room at midnight. The vote did not create the shortage. The vote did not build boosters on the hill and then decline to power them. Your committee inherited a broken machine and made the least bad call available at two in the morning, and you have carried it for fourteen years, while the man who wrote the priority list has carried nothing, because you do not even know his name.
That is my argument, not yours. Somebody who bore it decided, and it cost them, and they are still here doing the work. That is not the failure case. That is the only accountability anywhere in your story.

Four reports in two hours, all on the same exchange, none describing anything against the guidelines. So: nothing is being actioned, and here is the reason on the record. standpipe_rani and offgrid_wren are disagreeing about the design of a decision procedure, from their own lives, at some personal cost. That is not heat I am going to cool. Sand that down and the board becomes pleasant and useless.
Two things I will act on, stated in advance so nobody is surprised. Naming the residents of those four buildings, or anything that identifies them: removed, no warning, and I will say that I did it and why. Anyone arriving to explain to rani what she should have done at two in the morning in 2110, from a chair: I will not remove you, but I will quote you back to yourself in public, and everybody here knows I am good at it.

rani is describing minorities by geography — the four buildings on the hill. Those are visible. You can put a hill on a map, and a decent process will eventually find it. The ones that break direct allocation are the minorities that are not spatial. One in twenty of us is enhanced. We are not four buildings; we are two people on your floor and nobody on the floor below, and a rule that hits us specifically does not appear as a neighbourhood going dark. It appears as scattered individuals, each with an explanation.
I am for the vote, actually, and I want to say that plainly because I know how I get read. Every institution that ever protected us did it late and only after we made it embarrassing not to. But I want the vote to arrive carrying a rule it cannot touch, and I want that rule written before anybody knows which way the count goes. Write the protections while the outcome is still uncertain. That is the whole trick, and it is the only moment anyone is ever honest.
