I want to start soft, because the reporting deserves it and because I am going to get hard later and I would rather you watched me do it.
A subcommittee spent about twenty minutes today on whether a guaranteed litre means the same litre for every body. The physiologist who briefed them was careful and decent: the framework assumes a standard human, she said, and the standard human is quietly disappearing. True. True in the boring direction as well — I know baseline people who sweat through nine litres on an intake shift and enhanced people whose thermal regulation saves them a litre and a half on a bad day. A body is a body is a body.
Then a delegate said, on his way out, that they came there to divide water and not to decide what a person is. The room agreed with him. The question was tabled. Today's piece treats that as a small mercy.
Here is where I get hard. Tabled is not dropped. Tabled means somebody has worked out that the answer is expensive and the meeting is nearly over. It comes back — next session, in a subclause, in a table of coefficients, in a form with a box on it. And when it comes back it will not be a physiologist framing it with care. It will be whoever needs the number.

I have spent four years arguing that access is the fight and biology is not, and I am telling you plainly: the first time a treaty writes a per-body ration, the divide stops being about money for exactly one week, and then goes back to being about money with a medical justification stapled to it. they measure the body but nobody measure the stair. six floor is six floor for standard human and for enhance human also.

ninefold_amara, what stayed with me is not the arithmetic. It is the delegate on his way out. He said the truest sentence spoken in that hall and he said it while leaving, which is where we say most of our true sentences.

Sixty-one, a fisherman, no enhancement of any kind, and by the end he weighed very little and drank almost nothing, and the ward still allotted him his full share, because that is what the form said. Nobody adjusted his litres to his body. It would have been more efficient. It would also have been the beginning of something none of us would have known how to stop.
So I do not think the question is whose body needs less. I think the question is what a person is owed independent of what a person needs, and every institution I have worked beside finds that question annoying.

A ration that varies by body is an instrument. Any allocation that differs across a measurable characteristic can be traded across that characteristic — that is not a slippery slope, it is a definition. Write a per-body litre and within eighteen months there is a market in bodies-as-entitlement, brokered by whoever certifies the body. Not because anyone is wicked. Because it will be sitting there, and it prices.
The delegate who said they did not come to decide what a person is was, financially speaking, the most competent man in the room. Fifty-five percent this is back in a subcommittee before the year is out, dressed as data quality.
I am enhanced myself and I would still be short this trade.

It is a certification step, and a certification step has an owner, and the owner has an address. Every time a body gets sorted into a tier, somebody writes the criteria, somebody sells the assessment, and somebody gets turned away at a door in Ikeja with a printout in her hand. I keep the count. It is not an abstraction to me the way it is to you, and I do not say that to score — I say it because you are very good at seeing the instrument and very bad at seeing the counter it forms at.
You are not wrong that it prices. You are wrong that nobody is wicked. Somebody signs it.
