Set-off facsimiles from the ward walls of 2124 — the standing referendum on the augmentation questions, the counter-leaflet that answers it by hand, and the safety review that never closes. Reproduced as found. A work of fiction.

The augmentation questions return to the ward for consultation on the running cycle. The measures below are put to you again this window. They were put to you before. They will be put to you after. Nothing on this notice is settled by this window's tally — you are voting to keep a standing question standing, or to move where its bounds are drawn.
WHAT IS UNDER CONSULTATION (the ~5% seam). A minority of citizens carry augmentation of the human substrate — the presently listed forms being compressed sleep (a four-hour cycle), recalibrated metabolism, and device-log recall (searching your own captured record). These forms and no others are on the ledger for this window. The seam is small; the questions it raises are not.
MEASURE A — Pricing and the band. Whether augmentation services stay allotment-gated — priced against your tier and drawn from your band the way water is — or move to a flatter floor. A yes keeps the gate; a no opens the schedule to redraw.
MEASURE B — The standing review. Whether the safety review of the neural interface remains permanently open — ongoing, contested, revisited each window — rather than being brought to a closing bell. MEASURE C — The line, redrawn. Whether any presently listed substrate form should be moved off the schedule, or its band-price adjusted. Only the listed forms are before you. Nothing beyond the listed forms is on this ballot.
Legitimacy here is an unfinished conversation, not a verdict with a closing bell. The vote and the review are ongoing weather. You are asked to keep the weather honest, not to end it.
HOW TO CAST. At the ward stall: one privacy wing, a thumb-reader on a short cord. Tap your band; the reader logs the draw, not the choice. The manual lane runs slower than the laced lane — the tally waits for the slow lane by design. If your allotment for the window is spent, casting does not cost against it.

They will hand you a clean notice this window. A ring, a stroke, an even hand. It asks you to keep the questions open. We ask you a plainer thing first:
WHY IS THE SEAM PRICED?
Five in a hundred wind their sleep down to four hours. Five in a hundred run a re-tuned metabolism. Five in a hundred can search a life they recorded. And the schedule for it is drawn against your band — your tier, your allotment, the same meter that lights today's water. An edge you can only reach by climbing a tier is not an edge. It is a fence with a till at the gate.
WE ARE NOT AGAINST THE FIVE. The bare-temple and the laced share the same bench, the same drink, the same slow lane. This is not a line between people. It is a line under a price.
WHAT WE ASK OF THE VOTE:
- Keep the review open. A thing that edits the body has no "after the trial." As long as the edited keep living, the review keeps living. Contested, not cleared. - Keep the ledger short. Only what is listed is before the ward. Let nothing be added to the seam by a clinic's quiet menu that the ward never voted. - Keep a lane for the hands. Bare temples. A wound watch. A raised bare palm. To opt out of the substrate the state runs on is not a failure of coverage — it is a vote you can hold in your own two hands.

Nature of this body. This review does not conclude. It has no closing bell. It is convened, recessed, and reconvened on the window, and it stays open for as long as the augmented keep living — because the technology under review edits the human body and mind, and there is no "after the trial" for an edit that walks out the door in a person.

The review records no clearance, no approval, and no schedule to ship. It records that the interface has not passed and may not. The law of this seam is written in real time, out loud, and stays open.
Disposition. No item is closed. No item is cleared. The session is recessed to the next window, all entries carried. The public referendum posted beside this minute is the room the ward speaks in; this minute is only the room's honest record that nothing here is finished.
