The Corridor Cities Discover Their Water Now Comes With a Landlord

Desalinated relief is real; so is the new dependency on whoever runs the plant that makes it.

The relief was never in question. The dependency is the new part. Across the corridor cities that spent the summer rescued by desalination — Karachi, the Sahel belt, the parched Andalusian coast — a quieter realization is settling in behind the gratitude: the water that saved them arrives, now and indefinitely, through a plant somebody owns. For a century these cities drew from rivers and aquifers that belonged, however contentiously, to no one in particular. Desalinated water belongs to the machine that makes it, and the machine has an operator, a balance sheet, and a price. The Tethys Hydrous Group and its peers did not conquer these cities; they were invited, desperately, and they came. But a municipality that once negotiated with the weather now negotiates with a utility, and the two are not the same counterparty. The weather could not raise a tariff or schedule maintenance during a heat dome. "We traded a scarcity we couldn't control for a supply we don't own," said a Karachi water-board member. "I am not sure yet which is the harder master." The taps run. The question of whose hand is on them has only just been asked.
