The Word "Provisional" Is Doing Too Much Work This Autumn

We have learned to call our relief temporary. We have not yet learned to make it permanent — and honesty about the first is no substitute for the second.

The Word "Provisional" Is Doing Too Much Work This Autumn — The Lost Archive, 2124

There is a new honesty in how we speak about water, and I want to praise it before I complain about it. Across the corridors, officials and households alike have stopped calling relief a victory and started calling it provisional — measured, attributed, held with both hands. That candor is real progress; a decade ago we lied to ourselves in rounder numbers. But candor is not construction. To name a margin as thin is not to widen it. This week the corridor's taps ran, its rationing stayed lifted, and its rights-floor bill went to a vote whose outcome no one will promise — and the word doing the heavy lifting in every statement was "provisional." At 120 million registered migrants and a mean anomaly stuck at 2.8 degrees, the honest adjective has become a comfortable one. It lets us feel truthful while we defer the permanent thing. Rashida Bhatti, on the Makran line, has learned to say "for now." The rest of us should learn to hear it as a demand, not a disclaimer.
