Concordat Ministers Argue Over Who Counts a Migrant, and When

A procedural fight in the Council chamber turns on a definition that decides how many people the world admits it must help.

GENEVA — Behind the plain agenda item "harmonization of registration standards," the Global Concordat Council spent Thursday in one of its sharpest sessions of the autumn, delegates said. At issue is not whether registered climate migrants have climbed past 120 million — that figure is settled — but who the ledgers are allowed to count and at what moment a displaced person becomes a registered one. "A family in transit for eight months is not a statistic waiting for a stamp," Secretary-General Ingrid Halvorsen told the chamber, pressing for a common threshold that several member states have resisted as too generous to fund. The stakes are concrete: definitions determine relief formulas, and relief formulas determine budgets. Poorer corridor states want counting to begin at departure; wealthier contributors want it deferred to resettlement. No vote was scheduled. But as one delegate put it leaving the hall, "We are negotiating the size of the problem, which is a way of negotiating the size of the bill."
