JAKARTA — The catchment above this city of thirteen million stood at barely two-fifths on Tuesday, the Oceanic & Atmospheric Assembly reported, as a monsoon that should have broken by early October held off under a stubborn ridge of heat. The Assembly logs the global mean anomaly at +2.8°C, the fifth straight month at or above that mark, and Jakarta is where the abstraction becomes a queue. Tethys Hydrous Group, which desalinates for the metropolitan grid, has begun buying forward supply to cover the gap — a sign, analysts note, that the coming Cerulean Exchange session may test how far desalination costs can climb before cities ration. "We measure the drought in reservoir centimeters, but my neighbors measure it in how many buckets they carry up the stairs," said Rahmawati Sari, a district water monitor in North Jakarta, who has logged household use by hand for eleven years. The rains, forecasters say, are still coming. Nobody here is certain when.
