The Cap We Should Fear Is the One on Our Compassion

As nations debate limits on bodies and budgets, the more dangerous ceiling is the one we place on who counts as ours.

The Cap We Should Fear Is the One on Our Compassion — The Lost Archive, 2124

The week's debates all circle the same word: cap. Brazil weighs a cap on augmented bodies; northern treasuries want a cap on relief contributions; the Cerulean Exchange charts the cost of water that no ceiling can hold down. It is worth asking which caps we have quietly already accepted. When Hearth Relief International reports arrivals past 120 million, the figure lands as weather — vast, external, nobody's neighbor. That is a cap, too: a ceiling on how many strangers a mind agrees to hold as real before it rounds them into a statistic. I do not romanticize the ledgers in Geneva; the money is finite and the arguments are honest. But a civilization of twelve billion that can secure a message with entanglement and heat a home with fusion has not run out of capacity. It has run out of the harder thing — the will to treat a hundred and twenty million clipboards as a hundred and twenty million names. The bodies and the budgets can be capped by law. Let the compassion not be capped by habit.
