The Concordat Asks Who Pays When the Ledger Comes Due

Delegates in Geneva debate a relief-cost formula as arrival numbers outrun the funds meant to meet them.

GENEVA — In a committee room of the Global Concordat Council, the argument this week was not whether the climate-migrant corridors need money but whose budget line the money leaves. With registered arrivals past 120 million and the Passage Trust reporting corridors near capacity, delegates from thirty water-stressed states pressed for a standing relief formula rather than the emergency pledges that arrive late and lapse early. Secretary-General Ingrid Halvorsen, who convened July's fraught water session, framed the stakes without softening them. "We have learned to name the crisis quickly and fund it slowly," she said. "The gap between the two is measured in beds that do not exist." Northern treasuries, wary of an open-ended commitment, favored capped contributions; the World Climate Response Organization's Valentina Reyes countered that a cap on relief is a cap on arrivals no cap can stop. No formula was adopted. The committee reconvenes next month.
