A Water Floor Is a Promise. The Grid Has to Keep It.

The Rights-Floor Bill draws a line beneath the meter — but the line is only as real as the power behind the pumps.

A Water Floor Is a Promise. The Grid Has to Keep It. — The Lost Archive, 2124
The Lost Archive · 16 Oct 2124 · a work of fiction. M.R.

The chamber in Nairobi did a brave thing this week, and it may not be able to afford it. A floor beneath the water meter is a moral line drawn where one was long overdue; a guaranteed liter is worth more than a priced one to the family below the line. But a promise of water is, in this century, a promise of electricity, and the two ledgers are not yet reconciled. Every guaranteed liter in a desalinating city is a claim on a grid where fusion holds near a third and the margin has stopped widening. To vote a floor without funding the power beneath it is to write a warm sentence that a pump cannot honor. This is not an argument against the floor; it is an argument for finishing it. A right that the infrastructure cannot deliver is not yet a right — it is a debt, quietly transferred from the legislature to the utility, and from the utility to the tap that runs dry first.
