Concordat Ministers Deadlock Over Who Pays for the Corridors

A financing session meant to fund relief instead exposed the fault line running through it.

GENEVA — The figure everyone in the chamber kept returning to was a hundred and twenty million — the registered climate migrants that Hearth Relief International warned yesterday are climbing past that mark at an accelerating pace. What the Global Concordat Council could not agree on was the invoice. Secretary-General Ingrid Halvorsen opened Monday's financing session urging members to convert the Nairobi package's nine-trillion, decade-long commitment into cash that moves this quarter; three contributor delegations countered that relief spending must be tied to corridor screening. "We legislated the number," said one Passage Trust liaison in the corridor outside. "We have not yet legislated the money." The impasse is not new, but the arithmetic is harder each month: the caseload rises on a schedule the budget does not. Halvorsen adjourned without a vote, promising a reconvened session before month's end. Delegates left knowing the corridors will not wait for the ledger to balance.
