GENEVA — The Global Concordat Council had scheduled a routine afternoon on migration financing. Instead, delegates spent it arguing over a single word — "obligation" — after Sunday's hundred-and-twenty-million confirmation landed on their desks mid-session. The corridor compacts were written when the registered figure was a third of what it is now, and their funding formulas scale with headcount. Several treasury ministers noted, not quietly, that the formulas now bind them to sums no legislature has approved. Secretary-General Ingrid Halvorsen tried to hold the middle: "The number is not a surprise. We have watched it climb for two years. What is new is only that we can no longer round it down." A bloc of contributor states pressed for a cap on per-capita relief transfers; a bloc of corridor states called that a betrayal in slow motion. Nothing was decided. The session adjourned with the word still on the floor, and a hundred and twenty million people still on the roads it describes.
