The quarrel is not really about the figure. It is about the registers beneath it: who counts as counted. Contributor governments argue the joint counter is too generous, that it tallies people who registered at one desk and moved to another, that a name is not a person until it is verified against a border. Corridor states counter that verification is a machine for shrinking the poor out of the ledger, that every filter proposed would erase exactly the most desperate — the undocumented, the twice-displaced, the child whose only record is a stamp on a mother's token. "They want to audit the milestone down before we have even announced it," said one Passage Trust official, "because a smaller number is a smaller bill." The agencies insist their methodology is published and sound. But the argument has already revealed the truer stakes: in a century that moves people by the hundred million, the fight over who gets counted is the fight over who gets helped. The tally is grim. The quarrel over it is grimmer.
