The Concordat Prepares a Migration Debate It Cannot Postpone
Delegates in the assembly hall are bracing for a numbers report that lands within days.

GENEVA — In the corridors of the Global Concordat Council this week, the arithmetic of movement has crowded out almost everything else. Officials confirm that Hearth Relief International will bring updated migration figures before the assembly in the coming days, and delegates already know the direction of travel: the registered climate-migrant count has climbed past 120 million and is still rising as heat corridors widen. "No one in this hall is surprised by the number," said one Concordat aide, speaking ahead of the session. "We are arguing about what a rising number obligates us to do." Secretary-General Ingrid Halvorsen has asked member states to come prepared with corridor-capacity commitments rather than statements of concern. The distinction matters: capacity is beds, water, and transit, counted per city, while concern is free. Whether the delegates arrive with the former will define a week that no procedural motion can push off the calendar.
