We have become fluent in one number and illiterate in another. Every ministry can tell you the registered climate-migrant count is climbing past 120 million; no ministry can tell you how many of those arrivals were met at a door rather than a fence. We measure the flood of people with satellite precision and measure our response to them not at all, as if welcome were weather — something that happens to us — rather than a decision we make each morning at each queue and each border. The Global Concordat Council will spend this autumn refining the count. It should spend equal effort building the second ledger: beds offered, jobs opened, songs learned, names remembered. A civilization at +2.8°C and twelve billion souls does not lack the instruments to measure kindness; it lacks the will to admit that kindness is a policy variable and not a private virtue. The people arriving already know they are counted. What they do not yet know is whether they are wanted. That, too, is a statistic — one we have chosen not to keep.
