BRASÍLIA — Brazil's federal referendum settled the augmentation question in August the way such votes do — which is to say it settled nothing. Seven weeks on, the resurgent Naturalist bloc, still polling near a quarter of the electorate, has done what fringe movements rarely manage: it has turned the aftermath into a slower fight over how the result gets enforced, race by state race, into the autumn. Coalition officials who wanted to talk about the fusion build-out find themselves answering for enhancement caps; opponents who tried to change the subject to corridor tariffs are dragged back to the temple scar and the neural lattice. "They lost the headline and won the map," said political scientist Inês Tavares, "and the tragedy is that the science underneath it still does not support a yes or a no." Enhanced citizens, a small but fast-growing minority, report the rhetoric curdling into practice — a hesitation in hiring, a coolness in housing. The bloc denies it preaches division and insists it defends a definition of the human. Its opponents cannot find a counter-definition the biology will sign. The vote is behind them. The line no one can draw is not.
