As Migrant Corridors Widen, Relief Agencies Ask for Planning, Not Alarm

NAIROBI — The registered climate-migrant count is approaching 116 to 118 million this month, climbing steadily through the hot season, and the debate it has provoked inside the Global Concordat Council is notably undramatic: it is an argument about corridors, water points and shelter allocation rather than about the number itself. Hearth Relief International and the Passage Trust, which together manage much of the corridor infrastructure, told a Concordat committee this week that the pace of arrivals — not any threshold — is what strains a system. "The number is not the emergency; the acceleration is the planning problem," said a Passage Trust coordinator working the East African corridor, where reception centers near Nairobi have been absorbing steady inflows since midsummer. Secretary-General Ingrid Halvorsen urged members to fund the $9-trillion decade adaptation package already on the table rather than reopen it. The agencies were blunt that they want budgets and staffing schedules, not another resolution. The corridors, one relief worker said, "do not need to be declared. They need to be supplied."
