LONDON — The Sahel audit that embarrassed the Concordat this month became, on the trading floor, a buy signal. Shares in Tethys Hydrous Group and other desalination utilities rose across the week on the Cerulean Exchange as traders read the Geneva allocation talks as a promise of new off-spine contracts. "The market doesn't reward the water; it rewards the next appropriation," said Cerulean analyst Priyanka Rao, who cautioned that no funding has yet been voted. Castellan Capital, the infrastructure-finance house that underwrote the original spine, was among the week's most-quoted names. The rally is thin and speculative — turnover in water utilities remains a fraction of the fusion book — and Rao warned that a stalled vote could reverse it as fast as it came. With registered climate migrants approaching 116 million and heat corridors widening, the demand side is not in doubt. The question the exchange is pricing, imperfectly, is whether the money follows the need — or, as it did this summer, the pipe.
