The figure arrives each month with the weather: registered climate migrants approaching 116 million, climbing through the hot season toward a total no one now expects to fall. We have grown fluent in the number and mute on its meaning. A count is not an explanation, and a headline is not a policy. Behind the aggregate is a woman in a Passage Trust corridor who left a valley that stopped yielding water, and behind her a decision — made or deferred, funded or abandoned — in a chamber like the one where the Concordat adjourned this week without settling who holds the ledger. The migrant total is treated as weather: regrettable, external, no one's authorship. It is not weather. It is the sum of choices, and the honest response to a rising number is not a steadier voice reading it aloud but a harder question about the choices that keep it rising. We have learned to say the figure calmly. We have forgotten to ask why it is ours to say at all.
