LONDON — The market that quietly underwrites humanitarian logistics is getting more expensive, the Cerulean Exchange reported, as registered climate migrants approach 116 million and relief operators seek longer, larger credit lines. Spreads on the bonds that fund shelter and corridor water have widened this quarter, the exchange said, not on any single shock but on the arithmetic of a caseload that keeps rising through the hot months. Castellan Capital, which underwrites relief megaprojects, said it is lengthening loan tenors so that repayment tracks resettlement rather than a fiscal year. "We are pricing a problem that does not end at the quarter, so the money cannot either," said Castellan portfolio director Owen Fairholme. Hearth Relief International warned that costlier capital lands hardest on the newest corridors, where caseloads grow fastest and collateral is thinnest — a squeeze, its finance lead said, that markets register long before ministries do.
