In the low coastal ward of Penjaringan, residents crowded a community hall to vote on how a metered water tariff should be shared across households — the kind of granular self-rule the Fractal Council has championed but which, until the corridors arrived, few districts had reason to attempt. "People will sit through three hours of argument for a bill that has their name on it," said Ratna Suryani, a ward organizer who tallied the show of hands. The stakes are small and enormous at once: a few rupiah per liter, multiplied across a district feeling every one of the season's hot afternoons. With registered climate migrants across the world approaching 116 million, and coastal wards absorbing their share, the question of who decides the price of survival is no longer theoretical.
