NEW YORK — With its summer emergency water session behind it, the Global Concordat Council has turned its working groups to the migration corridors, where the registered count is nearing 116 million. Secretary-General Ingrid Halvorsen framed the shift as continuity rather than pivot. "Water and movement are one problem wearing two coats," she told delegates. The Council is not legislating this week; it is mapping — reconciling Passage Trust corridor data against national intake ceilings that, in several member states, were set when the count was half its present size. Delegate Mariana Costa of Brazil, whose country debates augmentation policy on its own track, said the arithmetic is unforgiving. "Every ceiling we wrote three years ago is a promise the weather is breaking for us," she said. No resolution is expected from the working groups this month. What they produce is a ledger, honest and incomplete, of a problem the Council has stopped pretending is temporary.
