LONDON — On the Cerulean Exchange this week the fusion desks did nothing dramatic, and that was the news: capacity futures drifted flat-to-firm as the summer's peak passed without incident, the market's way of exhaling. The drama sat one sector over. Augmentation biotech — Somaform, Lumen and the smaller implant names — traded on almost no volume, frozen not by bad news but by the impossibility of pricing Brazil's coming ballot. A vote that could impose enhancement caps or bless the status quo is a coin the boards cannot weight, so they simply stopped catching it. "We can hedge a war and price a drought," one desk head said. "We cannot price a country arguing with itself." Water indices ticked up on rising desalination costs; Martian helium-3 held. But the whole room's attention was on Brasília, where a democratic outcome no model can forecast will reprice a sector overnight, one way or the other. Until then, the augmentation book sits open, the pen hovering, the ink refusing to fall.
