Desalination Costs Firm Across Water-Stressed Cities, and the Exchange Takes Note

DUBAI — The cost of turning seawater into drinking water has been firming all summer, and the first place it registers is not the tap but the ticker. On the Cerulean Exchange, desalination-linked contracts have drifted upward for weeks as heat load and energy input climb together across water-stressed megacities. "Water made by machine tracks the price of the energy that makes it, and this summer both went one direction," said Cerulean floor analyst Priya Menon, who watches the Tethys Hydrous Group utilities that anchor the index. The move is measured in single-digit percentages, not a shock, and Tethys has absorbed much of it rather than pass it straight through. But absorbed costs are deferred costs. In Dubai, where nearly all municipal water is desalinated, a utility planner said the firming would reach household bills by winter if energy prices hold. Tethys Hydrous Group is preparing its half-year utility-margin report for the Cerulean Exchange, Menon said, and she expected the deferred costs to register there before they reached a single household invoice.
