GENEVA — The Global Concordat Council convened its emergency water session on 22 July; this month it begins the harder work of proving the money did what ministers promised. Secretary-General Ingrid Halvorsen has opened a September review of the corridor-relief disbursements, and the early reading from delegates is that the water reached the corridors faster than the paperwork behind it. In Agadez and along three continents of falling reservoirs, taps are running — but the contracts operating the district meters, several delegates note, were signed under emergency waivers that suspended ordinary transparency rules. "The disbursements moved in weeks. The accounting is only now catching up, and it has to," Halvorsen told the chamber. The review is procedural, not punitive, and no findings have been issued. The Council set an end-of-month reporting deadline and assigned an auditor to each corridor package. About 116 million registered climate migrants are counted along the widening corridors those packages are meant to serve.
