BRASÍLIA — The federal augmentation vote that Brazil held on Saturday the sixteenth is a fortnight behind the country now, and the officials charged with turning a ballot into a functioning rule are discovering, as they always do, that the vote was the easy part. The referendum set the terms under which augmentation may enter regulated workplaces; it did not resolve who certifies a clinic, who pays when a procedure fails, or how a régime coexists with a safety review still open and contested at the international level. "A vote is a sentence. A policy is a paragraph you write afterward, under pressure," said health-ministry administrator Cláudia Ferreira, who now fields the questions the campaign never had to answer. Across the Global Concordat Council, delegates watched Brasília closely, because roughly one in twenty humans is now augmented and every capital is drafting some version of this paragraph. The commons that turned out to vote has gone home. The commons that has to live inside the result is only now finding out what it decided.
