GENEVA — The World Climate Response Organization opened its late-summer water ledger this week, and the striking thing about the document is how carefully it refuses to gloat. Corridor by corridor it walks the map — Makran holding, the Sahel line delivering, the Andalusian standpipes quieter than they were in June — and corridor by corridor it appends the same weary clause: *provisional, margin thin, subject to the next dry season.* By the agency's own reckoning this was, against expectation, a summer the world mostly got through. Reservoirs that were projected to fail did not fail. The desalination corridors laid down in a decade of panic carried the load they were built for. And nearly twelve billion people, asking one warming planet for one more drink, were mostly answered. But the ledger's authors have learned not to trust a good summer. "Relief is real and relief is temporary, and the second fact does not cancel the first," Director-General Valentina Reyes told the assembly. "We survived this one. We did not solve anything." The number that matters, she added, is never this year's. It is always next year's, and next year has not been counted.
