GENEVA — Having opened its emergency water session in late July, the Global Concordat Council spent this week in the quieter, harder labor of follow-through, as working groups took up the movement of people that drought and heat set in motion. Secretary-General Ingrid Halvorsen framed the shift plainly: reservoirs and refugees are the same crisis measured at two points. With registered climate migrants past 112 million and the Passage Trust reporting corridors widening across three continents, delegates debated shelter quotas and the unlovely arithmetic of who houses whom. No treaty emerged; none was promised. "Water sessions make headlines," Halvorsen told the floor. "Corridor sessions make beds." A delegate from Lagos, Adaeze Nwosu, pressed for binding commitments and got, for now, a communiqué. The Concordat's calendar already looks ahead to autumn, when the numbers will be larger and the room, everyone expects, more crowded.
