MANILA — The desalination corridor reached the Baseco-side warren of lanes this week, months after it reached the districts on the official maps, and its arrival was met with the particular joy of people who are used to being reached last. For years the informal settlement had bought its water by the jug from vendors, at prices that scaled cruelly with the summer, while the corridor's fresh pressure ran through mains that stopped, as such mains do, exactly where the surveyed streets stopped. What changed was not charity but counting: a Tethys Hydrous Group mapping crew, working with residents, finally logged the lanes the cadastral maps had left blank, and once a place is on the ledger it can be plumbed. The connections went in fast after that. "We were not lost," said a community organizer who had pushed for the survey for three years. "We were just not written down. It turns out that is the whole difference." The relief is real and the residents know exactly what it is worth, having paid the vendor price so long. The maps, at last, caught up to the neighborhood — which had been there the entire time, waiting to be counted.
