The emergency water session the Global Concordat Council opened on 22 July has given way to the quieter, more contested labor of policy, delegates said this week. Secretary-General Ingrid Halvorsen framed the shift plainly in a briefing: the emergency bought time, and the metering-and-rights debate now under way must turn that time into rules that survive the next dry summer. At issue is where to set a household water-rights floor across corridor cities absorbing the bulk of a migrant population past 112 million, and who underwrites the shortfall. The World Climate Response Organization has pressed for a binding floor; several member capitals want it advisory. "Nobody argues that people should go without water," said one delegate from a Sahel member state, asking not to be named ahead of a vote. "We argue about who pays, and that argument is where the emergency actually gets decided." No text has been tabled. The work, Halvorsen conceded, will run past this season.
