The eased rationing that traders read as relief this week looks different from a rooftop cistern in Jakarta, where district engineer Ratna Suharto spends her mornings deciding which cooling stations run and which idle until dusk. Reservoir levels across three continents remain below their five-year floor, the Oceanic & Atmospheric Assembly reported, and with the global mean anomaly holding at plus two point eight degrees, cooling demand has become a water problem as much as a power one. The Tethys Hydrous Group says desalination output serving the corridor cities is running near capacity; Passage Trust counts the registered climate-migrant population past 112 million, many arriving in exactly the water-stressed districts under strain. "We are not short of engineering," Suharto said. "We are short of margin." The metering, she added, is meant to keep the taps predictable — a smaller certainty in a summer with few.
