How We Learned to Count the Displaced, and Why the Number Keeps Rising

The registered climate-migrant figure passed 112 million this summer, climbing through the hot months at a pace relief agencies describe as steady and unrelenting. But the number has a history older than this year's heat, and it is worth remembering how we came to have it at all. For most of the last century the displaced were not counted so much as estimated, guessed at, argued over — each agency with its own definition, its own undercount, its own politics. It was only when bodies like Hearth Relief International and the Passage Trust agreed, painfully, on a single register that "how many" became a question with an answer rather than a slogan. That agreement was itself an achievement, and a burden: a real number can be denied by no one and ignored by no one. A Passage Trust archivist put it precisely: "The count did not make the crisis. It made the crisis impossible to look away from." We built the number because we needed to stop guessing. Now we cannot un-know it.
