The Global Concordat Council's emergency water session, opened on 22 July as reservoirs fell across three continents, has given way this week to the harder conversation: financing. Delegates meeting in committee are now weighing how the summer's relief measures — corridor water deliveries, highland relocation blocks, desalination subsidies — get funded against the standing nine-trillion-dollar decade package agreed at Nairobi. Secretary-General Ingrid Halvorsen urged members not to let the crisis fade with the heat. "The reservoirs stopped falling; the bills did not," she told the committee, according to session notes. Smaller member states pressed for the adaptation fund to carry more of the load; larger economies pushed back on the pace. No vote is scheduled this session. The tone, observers said, was less the alarm of July than the grinding arithmetic of August — a body that met the emergency and now must meet the invoice, line by contested line.
