DHAKA — The number that framed the summer crossed 112 million registered climate migrants this month, and the people counting it have stopped watching the figure and started watching the standpipes. At a Passage Trust transit station on the city's northern edge, where the corridor from the flooding delta funnels thousands a week, the binding constraint is not shelter or beds but potable water hauled in past a grid that cannot spare desalination. "The count is a headline; the liters are the emergency," said a Hearth Relief International logistics coordinator overseeing distribution, who has run corridor stations for six years. Hearth Relief and the Passage Trust now ration by the tanker, not the tent. Each new hot week adds arrivals faster than fixed infrastructure absorbs them, and the coordinator's ledger shows water trucked from three provinces to keep one station standing. "We are not losing the shelter fight," she said, filling a jerrycan for a mother of two. "We are losing the water one, quietly, in the places no camera reaches."
