SÃO PAULO — With the federal augmentation vote three days out, on Saturday, the argument in Brazil has left the policy chambers and settled at kitchen tables. The referendum asks whether neural and somatic enhancement — already adopted by more than five percent of people worldwide — should be regulated as medicine, as labor equipment, or as neither. In the Grajaú district, welder Lucia Ferreira, sixty-one and unaugmented, said she will vote yes to strict rules "so my grandson is not told he must cut open his hands to keep his job." Across the city, augmented logistics coordinator Rafael Dias fears the same rules will license discrimination "dressed as safety." The Global Concordat Council, which is watching the vote as a bellwether, has taken no position. Secretary-General Ingrid Halvorsen said only that "a society decides what it is when it decides who may change their body." Polls open Saturday.
