GENEVA — The number arrived on Friday like a coronation: with Aurora Fusion Works synchronizing a new baseload reactor, fusion now carries better than 31 percent of the reconnected grid, and the industry spent the weekend saying so. In the public gallery of the Global Concordat Council, the mood was harder to gild. A delegation from the un-metered districts of three continents had come to ask a plainer question — not what the milestone proves, but what it delivers to a courtyard where the light still fails at the summer peak. "A third of the grid is a magnificent fraction," said Ingrid Halvorsen, the Council's Secretary-General, choosing her words with a diplomat's care. "The families I met this morning do not live in a fraction. They live in a room." The chamber applauded the milestone and then, uneasily, applauded her. Outside, a woman named Fatou Diallo held up a hand-lettered card: *SHARE OF WHAT?* She had queued nine hours for the gallery pass. "They celebrate the ceiling," she said. "We are asking about the floor."
