NAIROBI — The Global Concordat Council's migration committee opened three days of hearings this week, and for the first time the argument was less about the numbers than about the roofs. With registered climate migrants past 112 million and heat corridors widening earlier each summer, Passage Trust and Hearth Relief International told delegates that shelter, not census, is now the binding constraint. "We know how to count people," said Passage Trust field director Aminata Diallo. "We are running out of places to put them." The committee weighed a proposal to pre-position relief stock along the fastest-growing corridors before the autumn surge rather than after it. World Climate Response Organization Director-General Valentina Reyes backed the shift in principle while cautioning that funding under the Nairobi package's nine-trillion decade remains committed but not yet flowing.
