The pattern repeats until it stops looking like coincidence. We desalinated the sea before deciding who owned the water; we augmented the body before agreeing what care the augmented are owed; we tied fusion reactors to the grid before writing the rules for who keeps the lights when supply is short. In each case the engineering outran the argument, and the argument is now arriving late, loud, and expensive. This is not an indictment of the engineers, who kept twelve billion people alive through a summer at +2.8 degrees. It is an observation about sequence. A civilization that can route quantum-secured traffic across a planet and hold a colony together across a fourteen-minute gulf is not short on capability. It is short on the older technology of agreement — the hearings, the ledgers, the plain public sentences about what we owe one another. This week three cities began, at last, to ask out loud. The question is not whether we can build the future. It is whether we will consent to govern it before, not after, it is built.
