TAHOUA — The auditors arrived in the Sahel with clipboards, not pipe, and the questions they brought were harder to answer than the drought. A Global Concordat Council review team spent the week walking the corridor that has reached five villages since spring, and its plain finding unsettled a relief effort used to being thanked. The water is real; so is the meter. Every standpipe the corridor has planted is owned, operated, and — the auditors underlined — billed by an operator, the water routed through Tethys Hydrous Group's coastal plant and inland spine. In villages where the taps run clean for the first time in living memory, few had thought to ask what happens when the emergency framing lifts and the invoices arrive in earnest. "Nobody here is against being saved," said a field auditor. "We are asking who holds the ledger after the crisis ends, because someone does, and right now no one has told these villages the name on it." The relief agencies bristled at the timing, mid-summer, mid-drought. The auditors were unmoved: the time to write the rules of a thing, they argued, is while everyone can still remember what it cost to build. The fifth village has water today. The next is waiting. And a quieter question now travels the corridor faster than the water does — not whether it will come, but whose it will be when it does.
