GENEVA — The emergency water session that the Global Concordat Council opened last month has moved from the chamber to the accounts department, and that is where sessions usually go to die. Secretary-General Ingrid Halvorsen, who gaveled the session in on the twenty-second of July as reservoirs fell across three continents, told delegates this week that the allocation framework agreed there "is worth precisely what member states now choose to pay into it." The pledges made in the heat of the debate have begun arriving in tranches, some late, some smaller than announced. The tally that matters is the one the Council's own clerks keep: not the speeches, but the transfers cleared. Hearth Relief International, which would distribute much of the money at the migrant-corridor end, says the registered climate-migrant count has climbed past 112 million and is still rising through the hot months. "The gap between a resolution and a wire transfer," Halvorsen said dryly, "is where credibility is spent." The chamber has adjourned. The ledger has not.
