LONDON — Markets watched the Concordat's water session the way markets watch weather: hoping for a signal, pricing the wait. Shares in Tethys Hydrous Group, the desalination and water-rights utility serving water-scarce megacities, rose modestly this week on speculation that any allocation framework would route public relief spending through established suppliers, according to figures from the Cerulean Exchange. But the number that actually governs the sector — the per-litre cost of desalinating seawater — did not move. "The stock is a bet on politics; the cost is a fact of physics," said Cerulean analyst Dev Patel, noting that energy remains the largest line in every desalination invoice. Castellan Capital, the infrastructure-finance house, is said to be modelling relief-megaproject exposure but has announced nothing. For traders the lesson repeats each drought season: sentiment reprices in an afternoon, and the cost of fresh water does not. Patel put it plainly. "You can rally the stock," he said. "You cannot rally the ocean."
