Markets spent the week unwinding a bet that the Concordat's water session would produce an allocation floor, and the reversal fell hardest on the utilities that supply scarce megacities. On the Cerulean Exchange, shares in Tethys Hydrous Group, which runs desalination for water-stressed coastal cities, slid through the week as it became clear no binding price signal would emerge from Geneva. "The market wanted certainty and got an adjournment," said Cerulean floor analyst Deepa Menon. "You cannot underwrite a twenty-year desalination plant on a session that tabled the hard question." Infrastructure financier Castellan Capital, which backs relief and water megaprojects, told clients it was holding commitments pending autumn talks rather than pricing them today. Against a backdrop of a plus-two-point-eight world and a migrant population past 108 million, Menon said, water is the one commodity whose scarcity is not speculative. The uncertainty, for now, is only about who pays. The thirst is already priced.
