The Global Concordat Council's emergency water session closed last week with ministers dispersing and no allocation floor agreed, but for the households that ration by the liter the week changed nothing. Along a single standpipe in Karachi's Orangi district, the Oceanic & Atmospheric Assembly recorded queues forming before four in the morning, unchanged since June. "The delegates went home. My daughters still walk two kilometers," said Nasreen Bibi, who fills four containers a day for a household of nine. Assembly hydrologists say reservoir drawdown across three continents remains the pressure that pushed Geneva to convene at all, with several catchments below a third of capacity. Hearth Relief International, which coordinates shelter and water for a migrant population now past 108 million, warns that a session producing no floor leaves triage to local utilities least able to bear it. The talks may resume in autumn. The queue resumes at dawn.
