When the Concordat gavels in its emergency water session tomorrow, any clause on allocation could reset the cost curve of every metered liter from Andalusia to the Deccan — and nobody on the floor claims to know which way. Water-rights indices closed the pre-session week jittery, volumes thin, the spread between the hedged and the exposed unusually wide. "We can price a drought," said one Cerulean trader who asked not to be named ahead of the sitting. "We cannot price a room full of ministers." Desalination names firmed on the assumption that any deal expands corridor capacity; water-utility contracts churned sideways as houses bought protection in both directions at once. The consensus is a reluctant one: position lightly, hedge heavily, and read the communiqué the moment it lands. As one strategist put it, tomorrow the market stops guessing and starts reacting — and reactions, in this commodity, tend to be violent.
