GENEVA — The markets have read the calendar. With the Global Concordat Council due to open an emergency session on water allocation next week, traders on the Cerulean Exchange spent Wednesday repositioning around a decision that has not yet been made. Contracts tied to desalination capacity and drought-relief logistics moved on rumor and reservoir data alone, as three continents report falling storage and ministers are summoned toward the still-upcoming talks. "You are not trading the outcome; you are trading how frightened everyone is of the outcome," said commodities analyst Priyanka Roy, who tracks water-linked instruments for a mid-sized Geneva fund. Roy cautions clients against mistaking the session's approach for its result: nothing has been allocated, nothing decided. But the price of that uncertainty is real, and it lands hardest, she notes, on the water-stressed megacities least able to hedge — where a spread on a screen in Geneva becomes a tariff on a tap in a place with no futures desk at all.
