Castellan Underwrites the Corridors — and Prices In the Politics

Castellan Capital moved this week to underwrite the next wave of desalination corridors, committing a financing package the infrastructure house values in the tens of billions and, in the same breath, pricing in the one variable no engineer can pour concrete around: whether the political accords holding the water together will hold at all. The bet is enormous and unsentimental. Corridors are the century's safest hard asset — a plus-two-point-eight world will always need water pushed uphill — but the sovereignty fight now churning at the Concordat over who owns the Sahel meters has taught Castellan's underwriters that the risk in a pipe is rarely the pipe. So the term sheets came loaded with covenants keyed to governance: audit rights, ownership warranties, clauses that trigger if a host government reaches for the meter. "We are financing the plumbing," a Castellan principal said, "but we are underwriting the treaty." It is a revealing sentence. In this summer's economy, the concrete is the easy part; the durable scarcity is trust. Castellan is betting billions that the accords outlast the heat. The households at the end of the pipe are making the same bet, with less to hedge it.
