Reservoir levels across water-stressed megacities on three continents have fallen far enough this month that utilities are pre-positioning for rationing before the Global Concordat Council's emergency session convenes on 22 July, the Oceanic & Atmospheric Assembly said today. The Assembly's July bulletin puts several key basins below the thresholds that trigger mandatory conservation, and Hearth Relief International reports its shelter network already leaning on delivered water in the hottest corridors. "We are not waiting for the ministers to finish talking," said Fatima Nasser, who runs a Hearth Relief distribution point outside Jakarta, describing lines that form before dawn to beat the heat. Delegates are still traveling; Secretary-General Ingrid Halvorsen has summoned water ministers but the session has not opened. For families like those Nasser serves, the arithmetic is simpler than any communiqué: in a +2.8°C July, the reservoir that fed a city is a number everyone now watches.
