GENEVA — Secretary-General Ingrid Halvorsen moved on Saturday to call the Global Concordat Council's water ministers back from their summer recess ahead of schedule, as reservoir telemetry from three continents crossed thresholds her office had hoped not to see before autumn. The convocation she is preparing is procedurally routine — the Council keeps a standing emergency track for exactly this — but the timing is not, and everyone who has seen the figures knows it. Storage in the great catchments of the Deccan, the Iberian meseta and the American Southwest has fallen faster this July than any model in the Council's own binders predicted, and the allocation formulas that hold the peace between upstream and downstream members were written for a wetter arithmetic. "We do not summon the ministers early for comfort," Halvorsen said in a statement fixing the sitting for later this month, her voice flat as a ledger. "We convene early because the numbers asked us to." Well before the delegations have so much as booked their flights, the queues have already drawn their own conclusion: from Seville to Phoenix, households are rationing ahead of any minister taking a seat, filling every vessel they own against a schedule the Council has not yet published. The people, as ever, are a week ahead of their government.
